Mission

To provide courteous and professional service to the public, City Council, and City staff in an efficient manner.

 

General Information

The City Clerk’s Office has a wide range of responsibilities and duties that are provided daily.  Along with maintaining and preserving accurate actions of the City Council and Fountain Valley Agency for Community Development, the City Clerk is also charged with:

 

  • Election – As the local official for elections, conduct municipal elections, process candidates for elective office, provide voter registration information, and inform the public on election matters. As the Filing Official the City Clerk receives election campaign reports and Statements of Economic Interest.   For information on upcoming federal, state, county and city elections, also provided in Spanish, Chinese, or Vietnamese please visit www.ocvote.com
  • Municipal Code – Responsible for supervising the codification process of the Fountain Valley Municipal Code (FVMC). The FVMC contains a variety of information such as provisions related to building and zoning, parking regulations, and business permits.  Link here to view the FVMC
  • Public Records – The City Clerk acts as a liaison with other departments to assist in processing requests for City records in compliance with Government Codes such as California Public Records Act.    
  • Records Management – Accurately maintains and safeguards vital, historic and permanent records of the City.  Utilizing and electronic document management system, records such as Minutes, Ordinances, Resolutions, and Agenda’s are digitized and indexed. 
  • Claims/Risk Management -  The City utilizes the services of Carl Warren and Company as its third party claims and litigation administrator. To file a claim with the City, please complete the claim form, attach the relevant documentation, and submit the original to the City Clerk’s Office via mail and/or personal delivery.
  • Administration - The City Clerk prepares and administrates the department’s budget in a fiscally responsible manner; provides assistance and supervision with contract administration, claims, summons, and subpoena processing; provides legal noticing of meetings for City Council, Fountain Valley Agency for Community Development, and other City Boards and Commissions.
  • Certifications – Along with acts such as certifying or notarizing official legal documents on behalf of the City, the City Clerk administers Oaths of Affirmation and Office.

 

The City Clerk’s Office seeks to stay current on the numerous and often changing, complex matters that relate to the above responsibilities.  Resources available include the California Government Code, Election Code, Code of Civil Procedures, and Municipal Code.  Other resources available can be found through various professional associations such as the League of California Cities, International Institute of Municipal Clerks, City Clerk’s Association of California, the National Notary Association, and the Association for Records Managers and Administrators.
