The City Council of the City of Fountain Valley approved an ordinance enacting an Administrative Citation System for municipal code violations. This ordinance allows a municipal code violation to be prosecuted civilly, like a parking ticket. Because violations would be considered civil, the offender will not be subjected to criminal sanctions.

The Administrative Citation Program allows authorized staff to issue an administrative citation for a code violation. Penalties for administrative citations are as follows:
First Violation: $100
Second Violation: $200
Third Violation: $500
All citation fees are due to the City within fifteen (15) calendar days of issuance.

Payments can be made in person or by mail. Make checks payable to the City of Fountain Valley. Write the citation number on check, cashier’s check or money order. Please do not mail cash.
To appeal an Administrative Citation, an Appeal of Administrative Citation form must be filled out and filed with the City Clerk’s office. The written request for appeal of the administrative citation and an advanced deposit of the citation fee must be submitted within fifteen (15) calendar days from the date the administrative citation is served. Once all documentation has been received, the Hearing Officer will review the documents and schedule a hearing regarding the administrative citation. If the Hearing Officer determines that there is no violation, the fees paid will be refunded.
