CURRENT PROJECTS

1. PROJECT NAME: Hyundai Motor America Draft Environmental Impact Report Notice of Availability

The City of Fountain Valley, as the Lead Agency, has prepared a Draft Environmental Impact Report (Draft EIR) for the Hyundai Motor America (HMA) North American Corporate Campus Project pursuant to the California Environmental Quality Act (SCH# 2011041002).

Project Description: The proposed project includes the replacement of HMA’s existing North American corporate headquarters located at 10550 Talbert Avenue with an expanded, 469,700-square foot corporate campus.  The proposed project would accommodate a similar range of uses as the existing facility (i.e., administrative and executive functions; research, design, and testing; dealership/technician training and support; marketing; customer support and relations; and parts/accessories support).  The project is anticipated to generate approximately 1,300 jobs (for a net increase of approximately 500 new jobs in comparison to existing conditions).  The primary components associated with the proposed project would include a six-level office building, a single-level technical services building, a four-story (five-level) parking structure, and surface parking. 

The Planning Commission is scheduled to consider the Final EIR and proposed project on Wednesday, April 11, 2012, at 6:30pm in the Fountain Valley City Council Chambers located at 10299 Slater Avenue, Fountain Valley, CA 92708. 2. PROJECT NAME: Fountain Valley Civic Center Specific Plan

Project Description Summary and Location-The Fountain Valley Civic Center Specific Plan Project (“Project ”) proposes to develop a four story, 127 room Ayres Hotel, 88 residential units (27 single-family and 61 townhomes), and 2,300 square feet of retail space that in the future may be converted to storage space for the Fountain Valley Police Department on 8.62 acres. The project is located near the southeast corner of Brookhurst Street and Slater Avenue. The existing vacant single-story office building (formerly Safeco Insurance), the Fountain Valley Police Department storage building, and a city building that is leased to Coastline Community College will be demolished to allow the development of the project

The City of Fountain Valley has prepared a Draft Environmental Impact Report (DEIR) for the Fountain Valley Civic Center Specific Plan project to evaluate the potential environmental impacts of implementing the project. The DEIR examines the potential environmental impacts as a result of the proposed project. 3. PROJECT NAME: Rancho Las Bolsas Affordable Housing

Project Summary and Location-The site is one 3.96-acre parcel at 11350 Warner Avenue. The parcel is rectangular with a long narrow street extension westward to Mount Hope Street.

Project Description: The proposed project would develop 128 affordable apartment units in four 4-story buildings totaling 180,875 square feet on a 3.96-acre site. Unit sizes would range from one to three bedrooms and from 600 to 925 square feet. A total of 238 parking spaces would be provided: 109 on the first floors of three of the buildings, and the remaining 129 outdoors. Affordability levels in the project would range from very-low-income (50 percent of the Area Median Income [AMI] for Orange County) to moderate income (110 percent of AMI). The project also includes a specific plan amendment, conditional use permit, development plan, affordable housing agreement, and density bonus.

THE RANCHO LAS BOLSAS PROJECT IS CURRENTLY IN SUSPENSE PENDING FURTHER CLARIFICATION OF THE USE OF FUNDS FROM THE FORMER REDEVELOPMENT AGENCY.

 

4. PROJECT NAME: Yakult USA Manufacturing Facility

Project Summary and Location: The project is on 8.79 acres of vacant land at 17235 Newhope Street.

Project Description: The proposed project includes the construction of three buildings, including a 76,830 square foot manufacturing building, a single-story 11,221 square foot office building and a future single-story 10,716 square foot storage building for a total of 98,767 square feetis estimated to employ 150 people.  The manufacturing building and office building will be constructed in Phase I and the future storage building in Phase 2.  A total of 146 parking spaces, including handicap spaces, are proposed to meet the parking needs of the project.  Mechanical equipment including an underground waste water storage tank for manufacturing waste water, an above ground water storage tank, an ice bank, and a cooling tower will be located within a screen fenced area along the west project boundary.  Seven truck docks are proposed with six on the west side of the manufacturing building and one truck dock on the north side of the building.  The main access to the project site is near the middle of the site.  The proposed access driveway will allow right-turn in and right-turn out only.  A single-story office building provides office space for administration employees separate from the manufacturing building.  A future storage building for general merchandise storage is proposed for the southwest corner.      

CEQA Determination: Notice is hereby given that the City of Fountain Valley is considering a recommendation that the project herein identified will have no significant environmental impact in compliance with Section 15070 of California Environmental Quality Act (CEQA) guidelines.  A Mitigated Negative Declaration (MND) is being proposed in conjunction with the above proposal.  Mitigation measures to reduce environmental impacts to less than significant levels have been provided in the following environmental categories: Air Quality and Geology and Soils.  The Mitigated Negative Declaration and all documents referenced in the Mitigated Negative Declaration are available for review at the City of Fountain Valley, 10200 Slater Avenue, Fountain Valley, CA 92708-4736/Phone (714) 593-4425 and on the city website at www.fountainvalley.org.  The public is invited to provide comments on the Mitigated Negative Declaration to the attention of Mr. Andrew Perea, Planning Director, at the address listed above or emailed to planning.building@fountainvalley.org during the review and comment period that will run from February 23, 2012 to March 14, 2012.

A public hearing of the Planning Commission of the City of Fountain Valley to consider the approval of the project and to consider the Mitigated Negative Declaration will be tentatively held at the City of Fountain Valley Council Chambers, located at 10200 Slater Avenue, Fountain Valley, CA 92708-4735, on Wednesday, March 28, 2012 at 6:30 PM.  All evidence and testimony for or against the approval of the Yakult Manufacturing Plant and the adoption of the Mitigated Negative Declaration will be considered.  All persons desiring to comment on, or having objections to, the content or adequacy of the Mitigated Negative Declaration may appear and be heard before the Planning Commission of the City of Fountain Valley at the time and place of the hearing.
