On August 18, 2008, the City Council of the City of Fountain Valley adopted Ordinance No. 1423, thereby adopting Informal Bidding Procedures as described in the Uniform Public Construction Cost Accounting Act (Section 22000 of the Public Contract Code). The Informal Bidding Procedures allow Public Works to award contracts for public construction projects, as defined in Public Contract Code Section 22002, which meet specific criteria for cost (currently $125,000) utilizing the informal bidding process set forth in the Public Contract Code Section 22034.
Procedures for Establishment and Maintenance of a List of Qualified Contractors
During November of each year the City of Fountain Valley will mail a written notice to all construction trade journals required under Public Contract Code Section 22036, inviting all licensed contractors to register on the City's informal bidder's list for the following calendar year. The City will create a new contractor's list starting January 1st of each year.
To be included on the City's informal bidder's list, contractors are encouraged to register their business online at the link provided below these instructions. Registering online allows a business to instantly be included on the informal bidder's list and allows a contractor to update their contact information, etc. to ensure the City has the most recent information.
Informal Bidding Process
Projects valued at less than $125,000 may be let to informal bidding, in accordance with the informal bidding procedures of the Uniform Public Construction Cost Accounting Act. When a project is to be awarded via informal bidding, contractors that have registered on the informal bidder's list will be notified via email (or fax if contractor does not have email) with a general project description, location of where to obtain more detailed information, and the time and place of bid submission at least ten (10) days in advance of the submission deadline and bid opening.
Registering for the Informal Bidder's List
The informal bidder's list is adminstered by the Purchasing Department in conjuction with registered vendor's list. When completing the information, it is important that correct and accurate email addresses and fax numbers are included and the type of contractor's license is specified. Businesses that do not have accurate contact information or that fail to specify the type of work they are licensed to perform will not be notified when a project is let to informal bidding.
