Social Services

The City of Fountain Valley, in partnership with Fresh Beginnings Ministries, has officially launched a brand new Senior Social Services Outreach Program in response to the Covid-19 global pandemic. The program will offer information, referral, and peer support sessions. Muriel Ullman been working in housing and community development for over 30 years in various cities including Costa Mesa, Redondo Beach and Long Beach. She specializes in redevelopment and federal community development programs, homeless strategies and grant management. She has familiarity with State and Federal Programs including HOME, CDBG, Redevelopment Dissolution Act, Hearth Act, and Cares Act.  Responsibilities have included managing affordable acquisition and rehabilitation housing projects, program development including rehabilitation volunteer programs, tool rental programs, neighborhood clean-up programs, public service programs, homeless strategies and community outreach and community relations. 

For the last 10 years, Muriel has lent her project management expertise to the coordination of homeless and outreach activities for cities by setting up collaborative frameworks for the common goal of reducing homelessness. Specialties include coalition building, faith relations, community workshops, setting up outreach programs and communication strategies to both business and residential community members.  .

Muriel has a dual Bachelor’s Degree from University of California, Berkeley in both Psychology and Communication and Public Policy and a Masters Degree in Urban and Regional Planning from USC. She is on the Board of Fresh Beginnings Ministries and involved in numerous volunteer activities with JCC Cares and Trellis.

Bill is the Founder and Executive Director for Fresh Beginnings Ministries in Costa Mesa, CA. Bill has been married to his wife Cathy for 40 years and they have 3 daughters, and 3 grandchildren. Bill holds a Master of Arts Degree in Counseling. FBM currently has 310 volunteer association members. FBM has 9 different works that assist people in need.  Bill Nelson is the author of the Life Support Team Training Manual. Published in 2013, it is used for all training of Life Support Team Mentors. To date 2020 Bill has trained 240 Mentors to assist people on the street as well as struggling families to gain self-sufficiency. 

In 2016 Bill was named Hope International University Alumni of the Year. He also received the prestigious “One of California’s 10 people you can Bank On,” 2016 award from Farmers and Merchants Bank.  

Bill also holds the position of adjunct professor at Hope International University in Fullerton, Ca; where he teaches Strategic Mentoring in both the undergraduate and the graduate degree programs.
