Memorandums of Understanding


The Human Resources Department administers seven employment contracts known as Memorandum of Understanding (MOU) for the recognized bargaining groups of the City as well as non-recognized employee groups.  The Memorandum of Understanding details the wage, benefit and other terms and conditions of employment reached between the City and the applicable bargaining group.


All original MOUs with signatures are on file in the City Clerk's Office and are available upon request.

Non-Represented Employee Groups

The City also has employee groups that are not recognized as a formal bargaining group which includes Administrative Officers or Department Directors, confidential Professional/Technical employees, and Part-time employees.

Personnel Rules and Regulations

The Personnel Rules and Regulations set forth in detail, the procedures for employment and promotion, and define the obligations, rights, privileges and prohibitions placed on all employees.

Employer-Employee Relations Resolution

The Employer-Employee Relations Resolutions details procedures for the administration of employer-employee relations between the City and its employee organizations.
