The next General Plan Advisory Committee (GPAC) meeting is scheduled for Thursday, February 11 at 6 p.m. via Zoom.
The long-delayed General Plan update effort will re-start in February. The following topics will be addressed at the next meeting:
- Update
- RHNA/ADU overview
- Potential Inclusionary Zone (affordable housing requirement)
- Potential Mixed Use Land Use Designation
- Next steps and schedule
- General Plan Map Amendment Applications in process

Regional Housing Needs Assessment (RHNA) Update
The General Plan update effort was delayed because of the state mandated RHNA process, which the City appealed (for more information: https://www.fountainvalley.org/DocumentCenter/View/12436/RHNA-Appeal). On January 19, 2021, SCAG denied the City’s appeal – as has been the case for all other appeals so far. The City’s RHNA allocation stands at 4,827 units (2,039 need to be affordable).
The City still has not received final direction from the State Department of Housing and Community Development (HCD) on the request to allow a larger proportion of its Accessory Dwelling Unit (ADU) capacity to be credited toward the RHNA allocation than allowed by the State’s safe harbor baseline formula. HCD has provided preliminary feedback on the request and, due to time constraints, the General Plan Update effort will move forward on that basis.
