The next GPAC meeting will be on October 7, 2021 between 6-8 p.m. As a reminder, the Housing Element and entire General Plan will come before the Planning Commission and City Council for review and adoption in 2022.
The purpose of this meeting is for the GPAC to review the draft Housing Element before it is transmitted to the State Department of Housing and Community Development (HCD). The submittal of the draft Housing Element will allow the City to meet the statutory deadline and allow for HCD’s required review of the Element. As you will recall, back in March/April of this year, we discussed the distribution of the Regional Housing Needs Assessment (RHNA) housing allotment. This meeting will focus on the remainder of the Housing Element – the policies and programs that provide opportunities for housing development.
The Housing Element is different than the rest of the General Plan because it is required to be reviewed and approved by an outside agency – HCD. Because of this, the Housing Element will follow a different track than the rest of the General Plan. The Housing-Element update process is generally:
- Submit draft to the California Department of Housing and Community Development (HCD) for review/approval.
- Revise and adopt (or adopt without changes).
- Submit adopted housing element to HCD
